Try installing any firmware updates.
Try unplugging charger, plugging back in, or a different charger.
If those don't work, then...
The best workaround (so far) is to:
Download ThrottleStop and uncheck "BD PROCHOT".

Bad workaround is to:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Intelppm
Change 'Start' value to '4' from the default of '3'. This disables SpeedStep, which means the CPU runs at full speed, and will use more power.
Note that this is for Intel CPU's, an AMD CPU has a similar registry key.

If it is a Dell laptop, this may be because it doesn't recognize the power adapter. To test, unplug the power adapter and if the laptop runs at full speed, this is the issue. The app ThrottleStop may work, or you may need to replace the power adapter.
