Edit the following Registry value:
HKEY_USERS\.DEFAULT\Control Panel\Keyboard
If the value is "2147483648" then change it to "2147483650"
If the value is "0" then change it to "2"
You may also need to do this on a per user basis, in this Registry location:
HKEY_CURRENT_USER\Control Panel\Keyboard
If the value is "0" then change it to "2"
